IrfanView is a very basic photo editor but has a lot of cool features considering that it is absolutely free. You can reduce red-eye, crop & rotate, change the effect of any picture, and much more. This program is perfect for those who are not extremely comfortable with editing photos but still need some type of software for occasional use.

It has a very user-friendly interface that is very easy to learn in just a matter of minutes. While this is probably not the best program for die-hard photo editing guru’s, IrfanView does have its strong points.
